Japan Establishes Cross-Ministerial Council for AI and Semiconductor Workforce Reskilling

Japan is establishing a “Reskilling and Talent Development Promotion Council” under the Cabinet Secretariat, coordinating across the Ministries of Labour, Economy, and Education. The council targets reskilling workers for 17 strategic sectors including AI and semiconductors, motivated by a projected shortage of 3.26 million AI and robotics professionals by 2040.

The cross-ministerial structure brings together Japan’s primary workforce, industrial policy, and education authorities under Cabinet Secretariat coordination — representing a formal governance layer dedicated to AI workforce development beyond the existing AI Strategy Council’s coordination role.

Who it affects: Workers across 17 strategic sectors identified as AI-critical, primarily through government-supported reskilling programmes. The council coordinates government-funded reskilling pathways rather than imposing employer training obligations.

What is notably missing: The council coordinates government-led reskilling rather than mandating employer obligations. There is no legal requirement for private employers to fund or provide AI training. Pre-redundancy AI training obligations and worker rights in AI-assisted employment decisions are not addressed.
