Mozambique Launches National AI Strategy Development with UNESCO Support

Mozambique’s National Institute of Information and Communication Technologies (INTIC) is developing a National Artificial Intelligence Strategy with technical support from UNESCO. The initiative was presented at the 3rd BFSI Mozambique Conference held in Maputo in December 2025. UNESCO’s involvement will help align the strategy with international principles on AI ethics, human rights, and responsible technology use, drawing on UNESCO’s Recommendation on the Ethics of AI (adopted 2021) as a framework.

A national advisory commission has begun advising the government on AI use, providing a consultative governance layer ahead of the formal strategy’s completion. The process signals Mozambique’s intent to join other African nations that have adopted national AI strategies.

Who it affects: The strategy development process involves government ministries, civil society, and international partners. Once finalized, it would set national priorities for AI in education, public services, and the economy — though implementation capacity remains a significant constraint given Mozambique’s infrastructure and human resource limitations.

What is notably missing: No strategy has been adopted yet; Mozambique is in the consultation and drafting phase. No AI curriculum mandate, employer training obligation, or civil servant training requirement exists. The advisory commission is consultative rather than a regulatory body with enforcement powers. Digital connectivity and electricity access remain significant barriers to AI deployment at scale.
