On 15 May 2026, at the 135th Session of the Committee of Ministers in Chisinau, Republic of Moldova, the European Union formally ratified the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law. This follows the European Parliament’s approval of the EU conclusion on 11 March 2026. The EU ratification is a significant milestone toward the Convention entering into force, which requires five signatories (including at least three Council of Europe member states) to have ratified. The Framework Convention is the first internationally legally binding treaty on AI, establishing binding obligations on signatory states relating to human rights, democracy, and the rule of law throughout the AI lifecycle.
