Massachusetts Becomes First State to Deploy ChatGPT Across Entire Executive Branch

In February 2026, Governor Healey announced that Massachusetts would become the first state to deploy a ChatGPT-powered AI assistant across the entire executive branch, covering nearly 40,000 state employees. The rollout is phased, beginning with the Executive Office of Technology Services and Security (TSS) and expanding to all secretariats and agencies. The tool operates within a walled-off, secure environment governed by TSS Privacy Office terms and conditions; employees are bound by acceptable-use policies. The deployment establishes a named governance locus (TSS) with AI policy authority for the executive branch, though use policies are administrative rather than statutory. No mandatory AI literacy training standard for civil servants was announced alongside the deployment.
