Paraguay Supreme Court approves Resolution 12677 establishing AI governance framework for the judiciary

The Supreme Court of Justice of Paraguay approved Resolution No. 12,677, establishing an institutional policy for the use of artificial intelligence systems within the judiciary. The regulation defines criteria for AI application in data processing, information management, and assisted decision-making, grounded in principles of ethics, transparency, and respect for human rights. It requires that AI tools serve as support mechanisms only and explicitly prohibits replacement of human intervention in judicial processes.

UNESCO supported Paraguay in developing this regulatory framework. The capacity-building process includes training for legal professionals to maintain oversight while using AI, and supports translation of international standards into practical court applications. UNESCO’s 2025 Guidelines for AI Systems in Courts and Tribunals provided the international template.

The resolution establishes a named governance framework with specific rules and a training obligation for the judiciary. It includes disclosure requirements when AI tools influence judicial processes, and accountability principles are binding within the court system. However, enforcement outside the judiciary, and any broader national AI regulatory body, remain absent.
