Lao PDR sets course for National AI Strategy guided by UNESCO ethics

The Government of Lao PDR announced that its National Artificial Intelligence Strategy would draw on findings from UNESCO’s AI Ethics Readiness Assessment Methodology to guide responsible and inclusive AI development. The assessment was initiated in January 2025 and marks the official launch of the Lao PDR readiness assessment report.

Key finding: Lao PDR is developing a national AI strategy informed by ethics frameworks; the country is implementing inclusive AI literacy programs for schools, civil servants, and journalists; a Lao-language AI primer has been created; scholarships and mentorship target rural youth and women.

Context: Lao PDR faces significant gaps in technology access, skills development, and research capacity. Universities have few AI departments; teacher shortages and language barriers hinder STEM education. The upcoming 10th Education and Sports Sector Development Plan (2026-2030) will incorporate digital education strategy informed by this readiness assessment.
